Vanilla Install of JDE World 9.4 and unable to access some applications

Hello, We have installed a vanilla JDE World A9.4 with the sample database that comes with it as we want to review and discover the changes that are different than our A73 environment. I am guessing that at some point I need to obtain a license of some sort to allow us to actually use the system. My questions are:

1) Do I request license through same method that I do for my production A73?

2) Will a license solve the issues where we get messages that say "This application is not active at this time."?

3) For using the Legasuite product do I also require a license for that? There was no trial version.
