State SPEC1 EE tax overstated for employees with home address outside of Portland OR Metro area

The State SPEC1 EE Withheld amounts on employees with a home address outside of the Portland OR Metro area and a Location within the Metro area are greatly overstated. The Subj Whable amounts are also overstated, by varying amounts. Has anyone else in experienced this?
