Process Order API fails with error Sales Agreement is locked

We are using Process Order API , during shipconfirmation to add Freight charges line in Sales Order, during this time some of the ship-confirmation process is erroring out as the adding new line to sales order is failed because of locking issues of Sales AGreement.

Looks like when new line is added to sales order, the tied Sales Agreement is being updated and we there are more than one line is entered using API the 2nd one is failing.

Anyone has faced this issue?
