US Payroll - Retry US Payroll Process did not pick up staff

Payroll clerk marked an employee for "Retry" in Employee Assignment Processes for the Year-end Pre-Process (Federal-YREND) and then ran the Retry US Payroll Process for the 2021 Magnetic Report selecting the "YREND-FED" entry for the Year-end Pre-Process. The retry request ran without error, but the employee is still marked for retry and it didn't appear that anything was processed. Staff ended up rolling back and then rerunning the Year-end Pre-Process. Does anyone know why the Retry didn't pick up the employee marked for Retry?
