How do you resolve ORA-28860 on 19c client when configuring SSL 1.2 and TCPS?

I am getting an ORA-28860 on the client-side of an oracle connection using TCPS and MCS as the certificate store (Microsoft Certificate Store). After installing the latest version of 19c client and configuring it to connect to a fully patched 19c database over the network using TCPS, I am able to get SSL_VERSION 1.1 to work correctly, but using 1.2, which is more secure, causes the connection to fail with ORA-28860.
