Mandatory Patches for AU End of Year 2022

As per the Oracle Note APAC HRMS Mandatory Patches - Release 12.2 (Doc ID 1670198.1), R12.HR_PF.C.Delta.14 is still noted as the pre-requisite patch for Oracle EBS 12.2 instances.

I note that R12.HR_PF.C.Delta.15 came out mid 2021.

Is this RUP 15 likely to be a pre-requisite patch for AU End of Year 2022?
