Unable to generate SF1081 for Federal Invoices

I have been looking at the Federal Financials implementation guide and I can not find the config to generate the Standard Form 1081 for inter agency invoices.


I am able to look up the report in federal administrator but there is no output.

I believe there is a profile option to configure it.
