Instant client and ODBC seem to be disconnected from the Database/Server

We have a weird phenomenon going on with a few of our third party applications that use an Oracle Client (Admin 12c 64 bit) and the ODBC (19 64 bit) connection to our Oracle 19c database.
Each of these applications do different things, but their end goal is to insert data into custom oracle tables in our EBS 19c database. I would say once or twice a week, each "insert" suddenly stops inserting data and only some rows are inserted. We have Wireshark on the servers and are not seeing any errors from either of the Applications Server or the Database server. Our DBA also doesn't see any database errors or connectivity disconnects.
