Siebel -- applying Security patches

We have the following Siebel CRM. So far, we did not yet applied Oracle patches to this IP2015. We are going to upgrade, but no exact planed dates for the upgrade works.  

As I understand, we just need to do the upgrades and we cannot just apply critial patches being announced is not possible. I like to confirm if that is true.
