Patch 6880880 OPatch 12.2.0.1.28 for DB 19c on Linux x86-64 is actually version 12.2.0.1.27

Hello,

 I 've downloaded OPatch 12.2.0.1.28 for DB 19c on Linux x86-64 and I installed it but when I check OPatch version I get 12.2.0.1.27

1) download of patch 6880880

  a) From https://updates.oracle.com/ : redirected from readme file of patch 33515361 (19c Jan 22 RU)

  b) From https://support.oracle.com/  tab "Patches & Updates"

2) unzip of patch file under OH after moving old OPatch directory (I've done this actions dozens of times before).

3) $ORACLE_HOME/OPatch/opatch 

OPatch Version: 12.2.0.1.27

OPatch succeeded.

When I check files date, they are all from July 30 2021 and the both version file and readme file refer to version 12.2.0.1.27.
