How to calculate oracle RAC database EE license.

 We are having 2 node RAC setup. Each node has 16 cores with 2 threads enabled . So totally 32 VCpus for each node. Should we need 32 * 0.5 = 16 DB EE licenses from node 1 and 32 *.5 = 16 license from node 2. So Total 32 DB - EE licenses for 2 node RAC. Additionally 32 RAC licenses as DB options (Intel processor with core factor .5). Please clarify.
