How to make pdbs see oracle directories in CDB

To query dba_directories in PDB, i realized that origin_con_id field tells directory in cdb or which pdb.

However, some CDB directories shows in PDB when query dba_directories, some are not. And also, for some directories already in CDB, if i want to create one with same name in PDB, i get error "ORA-00955: name is already used by an existing object".

Any idea?
