PF Error for Leavers

In India payroll for Employees earning more than 15000 /- Per month, PF is optional. So for employees who do not want to contribute to PF, we do not enter PF organization info in the Statutory information of the Employee. The regular payroll is running without PF deduction, which is correct and as expected.
The issue comes at the time of termination, at the time of Employees final settlement run, system is giving an error which says
’Error was encountered when processing Element Type PF Settlement Information’,
‘PF Organization is not attached to the employee assignment. Ensure a PF organization is attached before attaching the PF Settlement Information element to the employee.’
