How to create dependent department field on timecard

In case of multiple assignments, we want to display employees departments tagged to their primary and secondary assignments on selecting assignment number.

I have created Assignment number as independent time card field, and dependent department timecard filed using custom value set but department field is not fetching any value. It throws index error.
