Problem getting the RPAS Configtools (v19) to run

This is an issue happening over and over again. Two of my colleagues are in the process of setting up RPAS on their laptops for the first time and we are hitting a brick wall.

When trying to start the ConfigTools, only the splash screen 'Error Starting RPAS Tools' shows up. The potential source for the error is VERY broad - RPAS_HOME variable not set, RPAS_HOME not pointing to a matching version or RPAS_HOME/lib + applib not in the PATH.

The DOS window behind the tools reports that it can't find the dependent libraries (for rpasjni.dll).
