Why can I still ship confirm after place a hold on an order?

We're using EBS R12.1.1. I create hold sources with different workflow activity - Pick Line, Pack Line, Ship Line. Whichever hold I placed on an order in header level or line level, I still can ship confirm successfully. But the other user can hold on ship confirm whatever the hold placed in Pick Line or Pack Line or Ship Line workflow activity. I don't know why I can ship confirm but the other user can't. Is there any setup will result in different results?

2nd questions, what's the different between workflow activity - Pick Line, Pack Line, Ship Line?

If Pick Line can hold => Pick Release/Pick confirm/Ship confirm
