PO Releases Created By Requisition Import - What Determines PO Release Creator?

Hi there...we are creating Reqs and Releases programmatically using requisition Import. My question is what determines who gets set as the PO Release creator? We have a situation where the releases are getting created by a completely separate person from any of the information we are passing in.

Steps:

Populate the necessary information in Requisition Interface tables

We are running the Requisition Import as the Preparer ID (SB) for the Requisitions.

The requisitions are creating correctly as user SB.

Create Releases then runs automatically to create the releases.

The Releases are getting created as user BB???

The blanket was created/last updated by user TF. The planner for the item on the release is TF.
