RDS Patch 29281819 on Oracle RAC 19.12

Hello and thanks for your help, I have an SR opened on it as well and that will work its natural course of time, meanwhile i wanted to find out among the Oracle community if anyone had any success apply RDS Patch 29281819 on Oracle RAC 19.12 ?

This is NOT Exadata or Cloud, this is purely Oracle on Commodity server using OEL 8.4 UEK. The RDS Patch 292818119 has NO mention that this is for Exadata, this patch was released for commodity server. Additionally , application of patch works on RAC node 1, fails with error on RAC node 2 ?
