Opatch failing with error 115 when attempting to apply Jan 2022 PSU to Weblogic 12.1.3

[ Error during Update inventory for apply Phase]. Detail: OPatch failed: ApplySession failed in system modification phase... 'ApplySession::apply failed: Backup libraries to be regenerated failed with error message "/srv/prop/weblogic/12.1.3/null/modules/features/wlsThirdPartyJdbcDrivers.jar (No such file or directory)"'

OPatch will attempt to restore the system...


Question, how do I resolve this missing jar file? It is not present in my previously released patch either.
