Automatic Workflow triggers

Trying to set up a workflow which will update field Y to automatically trigger when field X is updated. Not linked to a form (the users want to update field X on a Scorecard, not one by one driven by a workflow).

Is this possible? Seems like the trigger can only be created per individual project, not generically for all projects if the criteria is met?
