Invalid TRC Exception not being generated in Time Admin

I have enabled the delivered exception 'TLX01640','TLX01690','TLX01700','TLX01710' to run during time admin . But I could see a code written in tl_valid_main to remove exclude these exceptions. Is there a reason for it.
