ACA XML files rejected by IRS - ErrorCode: Header-005

Hi,

Recently our ACA XML files were rejected by IRS with

Error-Code = Header-005 and description of System authorization error - SysError1

in the business rules for manifest it has "missing data" as the reason for "Header-005" error code, and the ACA publication mentions to resubmit in 48 hours if you get a "Header-005" error code after submission of xml files.

Now, I am not sure if this means an issue on IRS side, or if really something is expected on the manifest that is missing. I validated the manifest and everything looks good, and even compared it to the last year's manifest file.
