Management traffic failing while HA traffic working fine on a AP1100 HA cluster

We have a quite odd situation: we have succesfully deployed a HA AP1100 cluster, with calls already operative but then we realized that initially standby SBC access was too slow. Digging deeper we found that despite HA traffic works perfectly between the two units management traffic failed on one of them either from the router or from the other SBC. For example, pinging SBC1 wancom0 from SBC2 using managemente IP loses many packets but pinging same SBC1 port from SBC2 using HA interface was 100% success. Packet loss seem to increase along time; we managed to enter the problematic SBC
