PeopleSoft Employee Referrals

We are running into some issues setting up Employee Referrals. Has anyone implemented the process? We know we are missing some configuration pieces, but we cannot find much in PeopleBooks. We don't know how to setup the confirmation process for the employee to accept the referral. The applicant enters the email, an email triggers, but we do not see a way to accept it. So the empl ID is not populating in the recruiting side to process the awards.
