Options for Uploading Project Budgets

I'm wondering if anyone has a perspective on "best" approach to upload a project budget and have the system create a budget plan (non-Grant based projects). I have not tested this in years, but my recollection is that there are three ways to get a project budget:
- Online entry of the Budget Plan and Budget Items (not feasible - we are talking about hundreds of thousands of rows)
- INTFC_PROJ_RES - Uploading via Excel to CI (or some other tool) to INTFC_PROJ_RES and editing and loading them. Processing BUD rows will appropriately hit Commitment Control and PROJ_RESOURCE. However, if I recall correctly, it will only update a Budget Plan if one already exists. It will not create a budget plan if there isn't already one in place.
