Frequent oracle database crash

Hello all, I am new oracle DBA, I am beginner ,where as i have good experiance on SQL DBA.

We have one oracle server which frequently does not respond to new connections, when i try to make a new connection via SQL developer it spins and when i check the status of listener and oracle service they were UP and running, most of the cases we will resolve by restarting oracle services, when i check the alert log , most of warnings are checkpoint not complete or Heavy swapping observed on system in last 5 mins , could you please guide me how and where to start the troubleshooting when the database goes hang state
