Setting Up Trading Partner TAS and BETC without Federal Financials

According to the Project Implementation Guide, for the step titled:

Setting Up Trading Partner TAS and BETC

You are required to use the responsibility called "Federal Administrator" which is associated with the Federal Financials application. Many of the DOE Contractors do not use the Federal Financials but use the Commercial version instead so we do not use this responsibility and application.

How do we set up the TAS and BETC?
