Upgrading to the latest ORACLE 19c version

Hi

I have 2 questions.

a. What is the latest ORACLE 19C version? And How/where do I get the information from?

b. I have ORACLE 19.4.1.0 currently installed and would like to upgrade to the latest. Would I have to do a fresh install and then go that route or I can just apply the latest patch and be on the latest version
