Cluster installation of 19c, DATABASE_COMPATIBILITY is set to 10.1in ASM

Hello,

I have installed 19.11 grid infrastructure and we have become aware due to a database installation error; in ASM, the DATABASE_COMPATIBILITY is very old compared to COMPATIBILITY:

COMPATIBILITY is set to 19.0.0.0.0

and

DATABASE_COMPATIBILITY is set to 10.1.0.0.0

This is fresh install of 19.11 using a gold image created from a 19.3 installation which was then upgraded to 19.11.

For the installation we updated the DATABASE_COMPATIBILITY, but I was just wondering why it was created with such an old DATABASE_COMPATIBILITY?
