19c gridSetup.sh error INS-45511

I need some help with in place upgrade of 12.2 has to 19c.

INS-45511 gives detail: Action - As the Oracle Grid Infrastructure is not configured in the home, the central inventory should be updated to indicate the same. Execute the following command on the nodes where the home exists to update the central inventory, and then continue with the install: /u01/app/grid/12.2.0.1/oui/bin/runlnstaller -updateNodeList -silent ORACLE_HOME=/u01/app/grid/12.2.0.1 -local CRS=false

Currently, inventory.xml shows CRS=true. This is a second attempt. I was not able to use deinstall. Changing the inventory, above, does not look safe to do. The 12.2 ocr files are in the cdata tree. There are files from yesterday in /etc/oracle/olr.loc and olr.loc.orig.
