Received ORA-15064 and ORA-15316 while upgrading database 12.2 to 19c

I'm upgrading Oracle database from 12.2 to 19c and received an ORA-15064: communication failure with ASM instance and ORA-15316: previous client instance has not fully exited. I'm upgrading using DBUA.

How can I resolve this? My upgrade has paused.
