Frequent Listener and oracle database service stuck on windows server

Hi All,

I am a beginner oracle DBA, we have been facing an issue with connecting to oracle database server so frequently , we are using oracle version as 12.2.0.1 on windows server 2012 operating system, we are facing ORA-12541: TNS: No listener errors, so when we logged into the box and noticed that both listener service and oracle database service were running on windows and there were no errors in alert log or listener log, when we check the listener status via command prompt it says "TNS protocol adapter error ( TNS-12560) " and when we try to start via command prompt
