Can KVM on single server (without OLVM) be considered as hard-partitioning technology?

I know this is difficult - because related to licensing - question. And it will probably end up with mail to LMS - but maybe someone has similar experience and can share it even without definite answer.

I know that OLVM can be configured to satisfy hard-partitioning requirements and Oracle delivers specific script for it (similar to what was available for Oracle VM). However for some specific case It would be better - from technology point of view - do not use OLVM at all - just Oracle Linux KVM managed directly by libvirt. This is because OLVM is not the best solution as a replacement for single Oracle VM Server which does only have local repository (the case I actually have).
