How to Max out Accrued hours at 8 without subsequent hours calculating

All employees are given 8 hours for floating holiday. This is set up using Table method PA for 8 hours. A rollover table is set up to zero balance if not used. On Advance DBA screen selected calculate for all employees.

ISSUE:

1. System Calculates 8 hours
2. Pay out 8 hours
3. System now calculates 8 hours again!!! Should only calculate 1x per employee. If I set up ITD limits, will that work?
