Can I upgrade only the database repository?

I am running OEM 13.4, with a 12.1.0.2 repository database.

Can I upgrade only the database to 19c?

If so, are there steps or a document that helps/assists with the steps and any recommended precautions.

I am assuming the entire OEM stack, OMS, and agents need to be shutdown while the database is being upgraded to 19c.

Truly appreciate all of your help and wisdom.
