Costing of payments show way less records than previous month

in Payroll and OTL - EBS (MOSC) Question

We're concerned that the Costing of Payments request is processing less than 100 records when this normally processes over 1000. We run this for cleared payments with only the End Date parameter.

Is it normal for the Total Assignment and Total Action count to seemingly restart with the new year?

What can we do to verify the correct number we should expect?
