Requirements of Windows OS for Oracle Database

May we seek your answer for the question below in regard to requirements of Windows OS for Oracle Database ?

"WindowsServer 2016" is not mentioned at 12.1 in the web site below.

Are we correct that "WindowsServer 2016" is out of requirements for the version "12c 1.0.2" ?

A WindowsServer 2016 user in our company let us know that the behaviour of OracleDB in WindowsServer 2016 installed "OracleDB12c 2.0.1" is strange, on the other hand, the behaviour of OracleDB in WindowsServer 2016 installed "12c 1.0.2" acts well.

That is what our background why we inquired.
