When running Payroll Final Update what key table does it determine what records to move to history?

We had a situation where an employee's timecard was deleted from the payroll after running pre-payroll, and a OTO was entered, and the result is that the employee had payroll temp records in F07351, F07352, F07353, F0705, F0709 but nothing in F07350. When running Final Update, this employee did not get written to payroll history (luckily, since we didn't want it to) but it made me wonder how the Final Update program determines what employee records to move/write to history. If F07350 the key table? If there is no record there, does it ignore and leave all other records for
