Clone Standby PDB without ADG

Is there a way to clone a Standby PDB without Active Data Guard?

As I see it the only way to get the Standby PDB in read only state is if I have ADG. I can make the Standby Container database Read Only without ADG, but if the Container database is read only, can I change one of the PDBs within the container from mounted to Read only? I am fearing I would get an error because the Container database is read only.

What I am trying to do is create a test PDB from my Standby production PDB at my recovery site. I don't have the bandwidth to create the test PDB from my prod site as it would take a few days to populate, so I want to use the PDB at my recovery site, the same location as where I need the test PDB.
