Migration from Oracle 11.2 to 19

Hello I need to migrate from Oracle 11.2.0.4.0 to 19. I have new machine and would like to have a way to sync databases. The size is quite big problem as Database has around 1 T in size.

I understand that I cannot restore 11.2 backup into 19 right ?

So looks like it is necesary to set up 11.2 on new server restore there database and then do upgrade and when there will be next sync request destroy everything and repeat this procedure.

Am I right or there are some other options ?
