OEM 13.4 and Security Recommendations

Hi,

We have OEM 13.4 and yesterday we did update our databases (33561275 ) but OEM keep showing recommendations for patches which have already been applied. I found

Bug 29554947 : EM 13.2: OEM does not update Patch Recommendations

in Metalink but are not sure if this bug applies for OEM 13.4

Is this a known issue? if so, what is the workaround?
