Support needed for recovering database

Hello

What are correct command parameters for RECOVER DATABASE command.

We have upgraded database in one of our system, from 12.2 to 19, one of our DBF file is not getting loaded, so I was trying to recover it using RECOVER DATABASE command.

we are trying to recover the database using a backup copy of .dbf file

Please find attached screen shot of result of the command.
