IRS Benefits Rate Table

We are on PeopleSoft HCM 9.2, using Ben Admin. We are moving away from gender based rates. We've successfully switched all of our regular age-graded rates to a user-defined version that does not include smoker or gender flags. The issue we ran into though when we actually did have an employee go through as unknown gender, the payroll still threw an error due to the delivered IRS Rate Table. It has not been updated since 1999..... We want to update it to exclude smoker and gender... but we have to create an entire new rate table
