Recommended patch for Apache Http Server in Doc ID 2837257.1would not install

in Patch Reviews - ENM (MOSC) Question

EM 13c: Log4j CVE's And Its Impact On Enterprise Manager Cloud Control : Patch Availability Status and Mitigation Plan Details (Doc ID 2837257.1)

In the table for 13.4, this row:

CVE-2021-40438 (Apache Http Server)Apache HTTP Server 2.4.48 & earlierApply OHS (NATIVE) BUNDLE PATCH 12.2.1.4.211130 Patch 33619347 or later 

directs to the URL for 33619347 for 12.2.1.4.xxx, however, in my case, this patch failed to install saying "This patch is not needed.".

Turns out there is a newer patch for HTTP Server that is specific to 12.2.1.3.211130.

Should this table have recommended this patch instead that is recommeded here?
