No Records in F4945

Hi.

I used P4915 to receive confirm a purchase order line. Shipment Status changed from 10 to 70 and purchase receipt got created as expected. But, there are no records in F4945 for the given shipment, even though F4941 has a valid Rate Schedule with valid Rates in it. Later shipments are working fine for the same data set. This seems an one-off issue. Please help me with the steps to get the rate records in F4945. Thank you.
