How many decimals do you need to enter to get 100% in Proportion for HDL load of Assignment Costing?

We have split funding for assignments. 25% and 75%. I am doing an HDL load for this (CostAllocationAccountV3), but it keeps telling me that "you must enter a percentage that is between 0 and 100". In the Proportion field, I tried .25 and .75, then 25 and 75. Neither worked.
