reserve a public ip

Hi All

I have oracle cloud free tier. I am trying to reserve a public ip address .

When ever I try to do that I get the following error

The following service limits were exceeded: reserved-public-ip-count. Request a service limit increase from the service limits page in the console.

I have only one reserved Ip but I can not reserve more. I have only one machine so I am not using more than one Ip and according to documentation on can get up to 6 public ip addresses
