Consumption Archiver and not be able to update the Archiver control file on NFS

Description of Issue

Occasionally, the Consumption Archiver will attempt to import content. It will succeed on importing the content, but not be able to update the Archiver control file correctly indicating that those files were imported. The process deletes the imported archive as a part of the normal process. The next time the Consumption Archiver runs it reads the control file which lists an already imported archive as the first item to attempt to import, and Consumption Archiver attempts to import that archive. The archive no longer exists due to the previous run deleting the file. This causes an error which halts further importing. Consumption Archiver re-attempts and errors
