ESBC - 4 second delay processing a Refer message

Using a 3900 SBC with firmware 830m1p14.

I'm seeing REFER messages coming from Msft Teams when a call goes to a Teams user voicemail. The SBC processes the REFER but it takes 4 seconds to send the new INVITE out to the carrier.

Is this a normal delay, or can I speed up the process?
