Oracle Password File Encryption and Operation

I have a question around the use of Oracle password files. If my instance is running under userA and I create the password file under userB the instance can't seem to validate SYS against this password file. If created as userA it can. I assume this is because the password file is encrypted/obfuscated with something tied to the user that created it , perhaps the username?
